According to The Daily Rotten (http://www.dailyrotten.com), the document "How to Build an Atomic Bomb" that was found in the house in Kabul is from a 1979 issue of the Journal of Irreproducible Results.
If the Daily Rotten's pictures are authentic, then it looks like they might be right. I googled the words that can be read in the document, and what comes back is the JIR article[1]. CNN is also reporting[2] that one document is titled "How to Make an Atomic Bomb", which is the the title of the JIR article.
